Management is about process not product. Nobody cares about the content of a proposal, not really. Managers want a PERT chart, a spreadsheet, and a zero-risk guarantee of publications and granted degrees. ISO900x, Mil-Spec, Six Sigma… nowhere does a product sold for profit appear.
